Hassan Hakeem

Technical Advisor

Hassan Hakeem is a development specialist with expertise in Parliamentary strengthening and sustainable development. He has worked with multiple leading multilateral organisations for over 10 years on research, strategic planning, and political advocacy.

In multiple capacities with the UNDP, UNICEF, Westminster Foundation for Democracy and European Union programmes on improving role of parliament in effective representation, oversight, and legislative interventions on UN’s sustainable development framework and gender mainstreaming. To ensure progress on institutional goals and targets in line with international commitments to development, he has also led the development of results-based 5-year Strategic Plan for the National Assembly of Pakistan (2019-2023). Hassan has previously advised the National Parliamentary Taskforce on Sustainable Development Goals (SDGs) on strategizing annual plans for monitoring and evaluating social sector reforms.

In his current role as Technical Advisor to the Women’s Parliamentary Caucus, he supports in ensuring evidence-based legislation, effective oversight and representation of women’s role; facilitation in parliamentary business interventions; and to institutionalize linkages of civil society & development partners with the National Assembly of Pakistan. He has provided technical assistance on legislative reforms on health, girls’ education, women economic empowerment, political participation & representation and women’s role in conflict resolution. 

Hassan is an advisory board member of the Alternate Dispute Resolution Initiative as well as member gender-working group of United States Institute of Peace (USIP).

Hassan’s policy papers have been published on international multilateral forums. These papers have addressed issues on participatory democracy, gender equality and Millennium/Sustainable Development Goals, as well as regional integration in the context of non-traditional security. Hassan is also a regular columnist for The News International.
